Crypto debit cards fees: flat fee or %?

Overview

I’m looking at crypto-funded virtual debit cards for some travel stuff next month, mostly small online payments and maybe tap-to-pay if it works. The big thing I’m trying to compare is whether a flat per-transaction fee is actually better than percentage fee, especially when the card costs something upfront and onboarding is supposed to be like under a few minutes.
