Is the Langley Signature Cash Back VISA worth trying to get with the PayPal Debit?

Basically just the title. Both can get 5% at groceries and wholesale. The PayPal debit is arguably better bc it also includes 5% at Walmart and Target but has a looming nerf. Is it even worth the hassle (and risk of denial) of trying to get the Langley VISA now? Would it be better to wait to apply until after PayPal gets potentially nerfed? But who knows.
